How does cmte accomplish its purpose?*The Commission has fulfilled its purpose and pursuant to the enabling legislation, terminated on November 18, 1998. The Commission was not active in FY99; no meetings were held and no commission-related expenses were incurred. In FY 1998, the Commission had worked with the National Park Service (NPS) to monitor and facilitate implementation of the comprehensive management plan for the Mississippi National River and Recreation Area. The Commission had also prepared for its scheduled sunset in November 1998 by evaluating its current functions and determining that those functions would best be performed by NPS and partner agencies, rather than seeking continuation of a commission.
How is membership balanced?*Membership on the 22-member Commission was prescribed by the enabling legislation, as follows: (a) the Director of the National Park Service, Department of the Interior, or a designee; (b) the Chief of the Corps of Engineers, Department of the Army or a designee; (c) the Department of the Fish and Wildlife Service, Department of the Interior, or a designee; (d) three individuals from recommendations by the Governor of Minnesota to represent the Minnesota Department of Natural Resources, Minnesota Department of Transportation, and Minnesota Environmental Quality Board; (e) one individual to represent the Minnesota Historical Society; (f) one individual to represent the Metropolitan Council of the Twin Cities Area; (g) four elected officials to represent the Cities of St. Paul and Minneapolis; (h) four elected officials from recommendations by the Governor of Minnesota to represent the interests of the other affected municipalities and counties; (i) one individual to represent the Metropolitan Parks and Open Spaces Commission; (j) one individual from recommendations by the Governor of Minnesota to represent the interests of commercial navigation; and (k) four individuals from recommendations by the Governor of Minnesota chosen from the general public.
How frequent & relevant are cmte mtgs?*Meetings were generally held quarterly. The Commission provided review and recommendations in preparation of the management plan for the area, and most recently had been instrumental in the passing of an amendment to the plan to allow for partnership education facilities and programs with the local non-profit museum.
Why advice can't be obtained elsewhere?*The broad base of knowledge, experience and ideas represented on the Commission was valuable to developing the area's management plan. The plan was approved in 1995, and it was important to the area's startup to have had the Commission's involvement through the first few years of plan implementation.
Why close or partially close meetings?All meetings were open.
Recommendation RemarksRe MEMBERSHIP -- In accordance with the Commission charter, members continued to serve after the expiration of their terms until successors were appointed.
