How does cmte accomplish its purpose?*The Committee provides information and advice regarding development of the Bears Ears National Monument management plans and, as appropriate, management of the Monument to the Secretary of the Interior, through the Director of BLM, and the Secretary of Agriculture through the Chief of the U.S. Forest Service as stated in the Presidential Proclamation establishing the Monument.
How is membership balanced?*The Committee consists of 15 members appointed by the Secretary of the Interior and the Secretary of Agriculture from the following broad spectrum of interests to ensure balanced membership: San Juan County; state government; paleontology; archaeology; environment; grazing; tribal interests; developed outdoor recreation; dispersed recreation; private landowners; local business owners; and the public at large.
How frequent & relevant are cmte mtgs?*The Committee met one time during FY2020. Committee meetings are very relevant to the BLM as the members discussed the implementation of the Bears Ears National Monument Management Plan and made recommendations to the Designated Federal Officer.
Why advice can't be obtained elsewhere?*Presidential Proclamation 9558 as modified by Presidential Proclamation 9681 establishing the Bears Ears National Monument also required the establishment of a FACA chartered advisory committee to provide information and advice regarding development of the management plan and, as appropriate, management of the monument.
Why close or partially close meetings?Meetings are open to the public.

Number Of Recommendations CommentDuring FY2020, the MAC made 5 recommendations to the BLM on the draft Bears Ears Monument Management Plans.

1. Recommendation 1: The MAC unanimously voted to request that the nomination process be sped up. The MAC also recommended once MAC members terms expire, the member be allowed to fill in, in an acting capacity while the nomination process is under way.

2. Recommendation 2 (Doll House): The MAC unanimously voted to recommend an education sign at the photo opportunity area and bottom of the Doll House Site. The MAC also recommended educational materials at the top and directional signage.

3. Recommendation 3 (Shay Canyon): The MAC voted to recommend closing the pull out and to not proactively promote Shay Canyon but add appropriate signage for visitors.

4. Recommendation 4 (Shay Canyon): The MAC withdrew their recommendation from yesterday regarding Shay Canyon and replaced it with recommendation for the agencies to avoid advertising the site, but not close the parking area. The recommendation also included limiting parking to two vehicles with a sign in the parking lot and adding an etiquette sign that is not visible from the road

5. Recommendation 5 (House on Fire): The MAC voted is support of the BLM’s proposal to support parking, fence, interpretative signage, moving fee tube, creating a loop trail, and adding picnic tables to the parking lot for the House on Fire site.
