How does cmte accomplish its purpose?*Pursuant to section 1185(c)(2) of the 2016 WIIN Act, the TRLOC shall review any permit to be issued under the existing Table Rock Lake Master Plan at the recommendation of the District Engineer, Little Rock District, U.S. Army Corps of Engineers (“the Corps of Engineers”), and advise the District Engineer on revisions to the new Table Rock Lake Master Plan and Table Rock Lake Shoreline Management Plan.
How is membership balanced?*Pursuant to section 1185(c)(3) of the 2016 WIIN Act, the TRLOC shall not exceed six members and shall include:

 Not more than one representative each from the State of Missouri and the State of Arkansas;  Not more than one representative each from local economic development organizations with jurisdiction over Table Rock Lake; and  Not more than one representative each representing the boating and conservation interests of Table Rock Lake.

The appointment of TRLOC members shall be approved by the Secretary of Defense, the Deputy Secretary of Defense, or the Chief Management Office of the Department of Defense (CMO) (“the DoD Appointing Authorities”), after recommendation by the Secretary of the Army. Members shall serve a two-year term of service, with annual renewal, in accordance with DoD policies and procedures. No member, unless approved by the DoD Appointing Authorities, may serve more than two consecutive terms of service on the TRLOC, to include its subcommittees, or serve on more than two DoD Federal advisory committees at one time.

TRLOC members who are not full-time nor permanent part-time Federal officers, employees, or members of the Armed Forces shall be appointed as experts or consultants, pursuant to 5 U.S.C. § 3109, to serve as special government employee(SGE) members. TRLOC members who are full-time or permanent part-time Federal officers, employees, or members of the Armed Forces shall be appointed pursuant to 41 C.F.R. § 102-3.130(a) to serve as RGE members.

Each TRLOC member is appointed to provide advice on the basis of individual judgment without representing any particular points of view and in a manner that is free from conflicts of interest.
How frequent & relevant are cmte mtgs?*The TRLOC shall meet at the call of its DFO, in consultation with the TRLOC’s Chair. The estimated number of Committee meetings is four each calendar year.
Why advice can't be obtained elsewhere?*The Secretary of Defense, pursuant to section 1185(c) of the Water Infrastructure Improvements for the Nation Act (“the 2016 WIIN Act”) (Pub. L. 114-322), and in accordance with the Federal Advisory Committee Act (FACA) (5 U.S.C., Appendix) and 41 C.F.R. § 102-3.50(a), established this non-discretionary Committee.
