How does cmte accomplish its purpose?*The RAC meets several times a year to make recommendations on Secure Title II funds and Recreation Fees. The RAC also identifies several issues of interest to work with the district's leadership over the coming year.
How is membership balanced?*This Resource Advisory Council is composed of 15 members, balanced within 3 categories: commodity, non-commodity, and local area interest. Each category has 5 members.
How frequent & relevant are cmte mtgs?*The committee strives to meet 2 to 4 times a year. The meetings are timed related to allocation of Secure Rural Schools Title II funds as well as the need to address Recreation Fee proposals and other priority land management efforts.
Why advice can't be obtained elsewhere?*The Secure Rural Schools legislation requires that advisory committees participate in the distribution of funding and monitoring of projects. This venue provides a diverse and informed perspective to the BLM regarding local application of programs and policies. As a chartered group, and with the rigorous selection process the RAC gives expert advice on the effectiveness and impact of programs and policies in Western Oregon. In addition, members of the RAC reflect the multitude of perspectives from across Western Oregon.

Recommendation RemarksThis Council consolidates the Coastal (2550), Northwest (2551), and Southwest Oregon (2552) Resource Advisory Councils into a single Western Oregon Resource Advisory Council (84606) effective March 5, 2020.

Agency Feedback Comment*The DFO and District Managers are excited to meet with the Western Oregon RAC to fund Title II projects and discuss Recreation Fee Proposals.Narrative Description*The Western Oregon RAC is a citizen advisory council that serves in an advisory capacity concerning the planning and management of the public land resources located in the BLM's Coos Bay, Medford, Northwest Oregon and Roseburg Districts and the Klamath Falls Resource Area. The Committee is tasked with reviewing and recommending Title II projects for funding, reviewing and approving recreational fee proposals and providing advice and guidance to the BLM.

Cost RemarksCosts include publication of meeting notice in the Federal Register. Staff time was spent assembling the Federal Register package, planning for a September 2020 meeting, and conducting member outreach. Numerous employees from across Western Oregon are engaged in supporting the RAC.Est Cost RemarksFY 2021 will be a busy year for the Western OR RAC and will include meetings to determine Title II projects to fund, recreation fee proposals and other recommendations. In addition, 9 member terms will expire in FY21, which will create a large workload associated with reviewing and processing applications. Additional costs will include publishing Federal Register Notices, printing and mailing meeting materials to RAC members.
